Dr. Robert Ryan PhD, PE

Dr. Ryan is a licensed Civil Engineer with extensive experience in heavy-civil construction including deep foundations, bridges, cast-in-place concrete, paving, marine structures, and grading work. Throughout his career, Bob has successfully managed and coordinated diverse teams on complex projects, ensuring their timely and cost-effective delivery. In addition to his leadership and technical skills, he is experienced in conflict resolution, planning, prioritizing, and optimizing resources to meet deadlines, while remaining open to integrating innovative technologies and ideas. He has also made significant contributions to the Cost Engineering Community of Practice, having chaired technical boards, developed guidance and processes, and implemented innovative technologies to advance cost engineering practices at NAVFAC. In addition, he has created and implemented best practices for Disadvantaged Business Enterprise (DBE) programs, standardized cost estimating approaches, and has led billions of dollars’ worth of pursuits, planned and executed complex heavy-lift operations, and been directly involved in multiple projects receiving national merit.
